You can buy him as part of a bundle in the game now, which includes a Legendary LMG, before he comes to the main Call of Duty games.
There's also a lucky draw you can enter to get the chance to get him for free. You will not be able to carry the bundle over to Vanguard and Warzone, with Snoop Dogg's operator working differently there.

If you are looking to get Snoop Dogg for yourself in Vanguard and Warzone, you will have to wait until April 19th. They will come in a pack that you can buy in the store.
As of right now, it is unsure if there's any other way of unlocking them but it seems unlikely they will give it away for free in Vanguard and Warzone.
