The Outside Foot Shot has been such an overpowered mechanic since the start of FIFA 23 that in Tile Update #4 it got patched!

As can be seen in the Pitch Notes, one of the gameplay changes is as follows:

• Reduced accuracy of outside of the foot shots by up to 30%.
  • Players with the Outside The Foot Shot Trait are also impacted by this change, but only by up to 10%.

Despite this change coming, outside of the foot shots (and passing) are still alive and well!

As you can see, if the player also has the Outside Foot Shot Trait then the accuracy has only been reduced slightly.

This means the mechanic will still be greatly used in-game to devastating effect!
