EA has handed out +1 OVRs to every single History Maker item in FUT 23.
As you can see with the Kylian Mbappe card below, his History Maker item has been bumped up by 1 OVR to reach 87 OVR, with a +1 to every single base stat too.

World Cup History Maker player items celebrate current international players who were set to have a key role for their country at the FIFA World Cup 2022.
Every single selected player will be given another further guaranteed upgrade on top of the first one.
The second upgrade will go live on Tuesday, 14 February.
So, take Kylian Mbappe, for example. The Frenchman's History Maker item will be bumped up to 88 OVR in February.
