The short answer is no, Kobbie Mainoo is not yet in the FIFA 23 database.
However, we expect the teenager to be added to certain FIFA 23 game modes soon.

Who is Kobbie Mainoo?
Born in Stockport, Kobbie Mainoo has been a part of the United youth set-up since the age of nine and signed his first pro contract with the club back in May 2022.
Mainoo, who typically operates as a central midfielder, represented Cheadle & Gatley junior football club before joining the Manchester United academy.
Since then, the English midfielder has established himself as one of the Reds' most exciting young talents, excelling for the Under-18 squad.
The 17-year-old won the FA Youth Cup last season and he's since been promoted to United's Under-21 side.
Included in several Premier League squads during the 2022/23 season, Erik ten Hag finally handed the talented player his PL debut in the 80th minute of Man United's 3-0 win over Leicester on Sunday, 19 February.
