After rolling around The City in NBA 2K22 MyCAREER, we only found one location that was selling Valentine's Day apparel, Alter Ego.

Located in the fashion district, Alter Ego has all the apparel available, just make sure you purchase the gear that has a megaphone next to it. This is how you can tell it's part of 2XP day.

The least expensive item in the store is 300 VC, the most are 3,000 VC. Make sure that you immediately equip your clothing after purchasing.

It's also important to note that you'll only receive 2XP for playing games in The City, not completing quests or playing games in your NBA 2K22 MyCAREER storyline.
