The reason is that TiMi Studios considered that Sylveon damage was working better than they expected. Here are the details and analysis of how big the nerf is and what exactly is coming in the Pokemon Unite 1.2.1.6 patch notes.

The patch notes for this update are incredible, letting players clear that this was an emergency fix to reduce the high damage that Sylveon was dealing with her skills at Lvl 4.

The damage dealt by Sylveon was too high; Pokemon Unite releasing a patch just a couple of days that the Pokemon release to "Fix the problem" is a move in the right direction after previous mistakes with overpowered releases before.

It's a mixed bag, though, as trainers wonder why TiMi studios took more than a week to fix the Lucario and Crustle exploits. And there is also a glitch that gives the victory to the team with fewer points scored, and there is no sign they will fix that any time soon.

Nevertheless, Sylveon is still an excellent Pokemon; the Cooldown of her abilities is the biggest reason she is performing with such efficiency. But thanks to these nerfs, Sylveon is somewhat tolerable in Pokemon Unite, and more changes could be coming in the future to make further adjustments.
